Freight, and whether the trip is worth it
Both cities sit inside a comfortable day trip, which is what makes the returnable container argument work rather than just sound good. Containers that go out full come back clean, on the same movement as the parts, instead of becoming a second problem handled by a second vendor. At two hours that loop is routine. At six it is not.
